- Rationale: Coaches hold one of the most influential roles in a judoka’s development — physically, mentally, and ethically. A Coach Code of Conduct Policy ensures that every USJF-certified coach upholds the highest standards of professionalism, safety, and judo values.

- Rationale: The USJF would raise the annual registration fee for individual members to $80 to a minimum equivalent of similar organizations. In doing so, the $80 would reflect the lower end of annual membership fee of similar sports organizations. Current revenue levels are no longer sufficient to cover rising operational costs, program needs, and inflation. NEW BUSINESS
Motion: Approve the Hall of Fame/Lifetime Achievement Committee as a USJF Standing Committee. (Mitchell Palacio, President)
Motion: Discussion on whether it’s essential to understand the current status of USA Judo prior to initiating the USJF Strategic Planning Process. (Mitchell Palacio, President)
Motion: The establishment of the USJF Charter Club Scholarship Program, designed to support and benefit the club membership, will provide financial assistance to athletes within the USJF network. This program aims to help ease the financial burden on members while promoting participation and development in the sport. A dedicated USJF webpage will be created to acknowledge the amount received by each club from the USJF Charter Club Scholarship Program, ensuring transparency and recognition. Motion: 1st Reading, Increase individual membership fee from $80 to $90 after January 1, 2026

Motion: Should a Yudanshakai for a Hall of Fame and/or Lifetime achievement Award decide to have a celebratory dinner and/or action, the proceeds from the from the dinner and/or action will be used to off-set expenses and costs for the awards. Motion: The Hall of Fame Committee is requesting that the BoD alter last meeting’s vote for moving the Lifetime Achievement Award and the Presidential Recognition Awards from an every-other year schedule to an Annual schedule. 1. Motion: USJF Development Certification Standardized Fee Structure

- Rationale: To standardize the certification fees structure for all current and future USJF development certifications. The fee structure would be as follows:
- Initial certification = $100
- Recertification = $75
- For instance, the fee for an initial certification in Nage-no-kata, awarded at C-Level would be $100. The next certification to B-Level would be $75, as this would be considered a recertification.
- Each committee has the authority and discretion to award certifications at the level deemed appropriate to the applicant. The length of time each certification is valid, or the expiration date, shall be determined by each committee.

Motion: The US Judo Hall of Fame Committee (HoFC) proposes to expand its membership by adding the Promotional Committee Chair as a member for a two-year term, aligned with their election or re-election as PCC. This motion will take effect immediately upon approval by the committee and subsequent acceptance of the committee’s report by the Board of Directors.

Background
In the past, after an administrative change (e.g. completion of a president’s term limit with a newly elected president), the USJF conducted numerous strategic planning sessions at its expense and resulted in impressive and meaningful objectives and plans. Unfortunately, such plans were largely not implemented due to lack of qualified volunteers to implement such plans and objectives not achieved.
Currently, the USJF and its judo is at a life time crossroad, at which the destiny of the organization could be determined by what is or what is not accomplished by the present board of directors, in essence, what do we leave behind for future generations of USJF judo practitioners?
A corporate strategic plan will determine what lie or does not lie ahead for the corporation. The board of directors must adopt a corporate action plan which will trigger the creation, implementation, and management of a corporate strategic plan and determine the corporation’s destiny.
Action
This action plan shall be referred to as the United States Judo Federation Strategic Action Plan (“Action”). The Action is adopted to ensure that a corporate strategic plan is formed and implemented in its entirety.
Plan Formation
The President will establish a task force to develop and design a reasonable and achievable corporate strategic plan for the board of directors to approve and adopt at the board of directors’ 2025 spring meeting.

Organization
Chairman
The President will be the chairman of the task force and will be responsible to ensure that the task force develops and designs a reasonable and achievable strategic plan in a timely manner.
Membership
Task force may consist of eligible number of yudanshakai voting delegates applicable for the 2024 fall meeting. Task force members are responsible to deliver a viable strategic plan to the Board of Directors for consideration at its 2025 Spring meeting.
Strategist
Chairman at its option may engage a professional corporate strategist to facilitate the planning meeting, prepare a strategic plan, and present it to the Board Directors for its consideration at the 2025 Spring meeting. Otherwise, chairman will be responsible.
Expenses
Corporate treasurer will determine task force expense reimbursement process.
Chairman
Chairman’s meeting expenses will be reimbursed through the corporation’s Reserve Funds and limited to $1,000. Reimbursable meeting expenses will also be limited to travel expense to and from the meeting place and hotel accommodation during the meeting.
Members
One yudanshakai member’s meeting expenses will be reimbursed through the corporation’s Reserve Funds and limited to $1,000 per each eligible task force member. Reimbursable meeting expenses will also be limited to travel expense to and from the meeting place and hotel accommodation during the meeting.
Strategist
Professional corporate strategist’s meeting expenses will be reimbursed through the corporation’s Reserve Funds and limited to $1,000. Reimbursable meeting expenses will also be limited to travel expense to and from the meeting place and hotel accommodation during the meeting. Additionally, strategist may be compensated not more than a $500. Compensation will be funded from the President’s 2024 – 2025 budget

Incidental meeting expense will be funded from the Development committee’s 2024 – 2025 budget and limited to not more than $1,000.

The initial task force meeting will be face-to-face or and at a place to be determined by the chairman that will be economically reasonable to participate.

A single face-to-face meeting will be held after the adoption of the Action at the 2024 Fall Board of Director meeting and scheduled to provide adequate time to prepare a final proposed strategic plan for the board of directors’ consideration, approval, and adoption at its 2025 Spring meeting.
Contents of Strategic Plan
At a minimum, the Strategic Plan will consist of the following.
- Objectives – what should the USJF look like in the year 2035?
- Steps – what actions must the USJF take to look like what it wants to look like in 2035?
- Financial – where will funding come from to implement actions to look like what the USJF wants to look like in 2035?
- Mapping – when and what actions should be implemented to look like what the USJF wants to look like in 2035?
- Monitoring – how will the USJF know whether actions are implemented successfully to look like what the USJF wants to look like in 2035?
- Progress – how will the USJF know about the success of actions taken to look like what the USJF wants to look like in 2035?
- Course – how will the USJF manage the direction of actions to be taken to look like what the USJF wants to look like in 2035?

- First Reading: USJF By-Law revision, “Red” edits are to be deleted, “Blue” edits are revisions.
- 1st reading – Motion: The United States Judo Federation (USJF) will introduce a recurring monthly membership priced at $9.99, effective from the start of the fiscal year 2025, which begins on September 1, 2024. Furthermore, all short-term memberships will be discontinued.
- Motion: Increase regular membership from $70 to $80. The addition $10 will contribute to USJF Scholarship Grant for Education program benefiting both the competitor and non-competitor.
- The USJF Scholarship Grant for Education objective is to cultivate a strong collaboration between the USJF Charter Club Sensei and their students.
- The USJF through their Charter Club sensei will grant scholarship(s) to their competitor and/or non competitor members who have demonstrated a strong sense of responsibility in shaping their own path to future success. The sensei acknowledges that the foundation for planning their student’s educational future can be laid early on during their judo studies.
- Rationale: Program to increase membership in the USJF by providing another reason to belong to the USJF.
- Motion: Election of All Endowment Trustees to be in alignment with ET By-Laws term of office
- 2 members to 4-year term (only for this election)
- 3 members to 2-year term
- Rationale: In this scenario, electing two individuals for a four-year term (in only this election cycle) and three individuals for a two-year term is done to ensure continuity and stability within the committee. By staggering the terms, the committee can maintain a balance of experienced members while also allowing for some turnover and the infusion of new ideas and perspectives.

1. Motion: National Point Roster Scholarship/Grant Program
- Rational: The USJF will award annual college (higher education) scholarships to the top three athletes (male and female) in Championship Categories; Bantam(s) 4-5-6, Intermediate, Juvenile, IJF Jr., USJF Youth Referees and Jr. Kata (up to age 17 yrs. old).
- Funding: The earnings generated from the USJF National Championships in both Fall and Spring are directed to fund the USJF Point Roster Scholarship Program.

2. Motion: By-Law revision – Art. II, Sect 4, #4, Probationary Period to 6 months.
- Every applicant admitted to YDK membership shall be on probation for a period of 6 months. The probationary period may be extended by the Board of Directors for additional one year period.
- Rationale: New YDK are given a greater opportunity to participate in governance.

3. Motion: Creation of Promotion Committee (PC) at Large Club/Association
- The PC at Large Club Association could be a State association, group of clubs or one club wanting to belong to the USJF but not sure which YDK to join.
- One PC member and One BoE member would be assigned to the association to assist in their growth and development.
- The PC at Large Club Association is a Non-voting member in the USJF.
- This association is composed of nonspecific geographical territory or association. The association is based on the common grounds as the club and judoka believe will promote the best interest of the judo within the USJF. The express purpose of this provision to enhance and otherwise promote membership in the USJF and affiliation of clubs.
- Each association shall operate under its own written constitution, By-laws or written Articles of Association.
- After Further, after nurturing the association, they would seek voting rights as a new YDK.
- What rights do they have: The PC at Large Club/Association will have the;
- Opportunity for Dan promotion ranks, Shodan and higher
- Rights of promotion through the PC and BoE representative

1. Motion: The National office will send out just one response form with a letter. The response form and the letter would let the Yudanshakai promotion chairperson and the candidate know what the requirements the individual needs. We would also put the date when the six months would be up. It would be the responsibility of the Yudanshakai promotion chair and the individual to get everything in on time. On March 14, 2023, USA Judo unilaterally terminated both the American Judo Alliance Agreement (AJAA) and the nearly 30 year-old Open Tournament Agreement (OTA). Since the termination, the Executive Committee and our AJAA Negotiation Team has been working to find solutions that best serve our members and judo.
Consequently, the Executive Committee is convening a Special Board of Directors Zoom Teleconference Meeting for Sunday, March 26, 2023, at 0900 Hawaiian Time. Due to the urgency of situation, the Executive Committee has approved the waiving of the normal meeting notice requirements for this teleconference.
