1. Motion: The National office will send out just one response form with a letter. The response form and the letter would let the Yudanshakai promotion chairperson and the candidate know what the requirements the individual needs. We would also put the date when the six months would be up. It would be the responsibility of the Yudanshakai promotion chair and the individual to get everything in on time. We have been sending out several response forms and a 30 day deadline letter. (Submitted by Tom Sheehan and Terri Waibel)

2. Motion: Have only one response form sent out for promotions within the Yudanshakai’s authority and candidate. We will send out the response form and a letter stating the 6 month date deadline for all corrections to be finished. (Submitted by Tom Sheehan and Terri Waibel)

CALL TO ORDER, SEATING OF DELEGATES-

Moment of silence for USJF members that have passed.
Adoption of agenda May 7, 2022.
Approval of draft minutes 1/30/22
Catanese will be addressing the issue of a Checklist for promotions.
Review of candidates.
Motion PC committee conduct at the semi-annual review of potential candidates (for Shichidan, Hachidan, Kudan & Judan) 60 days prior notice to PC meeting. Upon identifying potential candidates, forward the information to the appropriate Yudanshakai BoE for action.

Rationale: In some YDKs, the BoE is constructed by a majority of lower ranks (6th and below). Subsequently, the promotion of a candidate to a higher grade (7th to 10th) maybe beyond the scope of YDK BoE. Also, the higher rank candidate does not want to appear to be self-promoting of their next rank thus they resist submitting their Form 20.

PC. Ad-Hoc committee to Develop a handbook on rules, guidelines & procedures for current and future promotion committee members – Janet Johnson to Chair committee with Joshua Kindelberger, Miki Takemori, Mike Purcell, Anthony Catanese & Robert Fukuda. Discussion to continue.
Conduct a Poll of the committee. On reducing requirements for Shodans promotions. Attached Konan Senior test form for any suggestions. Discussion to continue.
