Minutes of the Teleconference Meeting
10/11/20
- Meeting called to order by Chairman Nishioka at 3:18 EDT.
- Moment of silence for those who have passed since our last meeting.
- Members Present: Ray Imada 50 State, Harry Kaneakua Hawaii, Matsuo Mac Takeda-Hokka, Hayward Nishioka-Nanka, Bill Caldwell-Pacific Southwest, Mike Purcell-Northwest, Miki Takemori-Shufu, Eiko Shephard-Chicago, Robert Brink Ex-Officio member, and Tom Sheehan-Konan. Members present equal a qualm.
- Observers: Terri Waible, Richard Nakatsu, Delynn Purcell, and Mitchell Palacio, Cal Kitaura
- Motion by Mr. Brink to change the order of the agenda to put our review of candidates first under new business. Seconded by Mac Takeda. Motion passed.
- Old Business: Just a reminder from Sensei Shephard.
An instructor holding any level of USJF Instructor’s Kata Certification in a specific kata shall be exempt from any future kata examination of the specific kata required for promotion while maintaining such certification.

- Motion 1 by Tom Sheehan seconded by Mac Takeda. Promotion Committee candidates will have two weeks after the deadline of submission to rectify any missing or incorrect information. The N.O. will email the Yudanshakai Board of Examiners what the candidate needs to complete or correct on his/her application. If said candidate does not provide the requested information in the allotted time, he/she will not be placed on the agenda for the current Promotion Committee meeting. They will be placed on hold until the next Promotion Committee meeting. They must provide the requested information and any updated information that is needed prior to the deadline for the next promotional. No exceptions! Motion unanimously passed
- Motion 2 by Tom Sheehan second by Mike Purcell to post the past P.C. minutes on the P.C. webpage. Motion unanimously passed
- Motion 3 by Robert Brink second by Mac Takeda to direct the N.O. &/or the web master to update the online kodansha listing on the website. Motion unanimously passed
- Motion 4 by Tom Sheehan second by Mac Takeda clarification on Dojo Shodan promotions. Must meet all required Yudanshakai requirements for Shodan promotion. Plus if the candidate passes the test, the score sheets will be sent to the Yudanshakai Chair of the BoE. The Yudanshakai Chair of the BoE will then send out an email vote to either pass or reject. If the candidate passes the vote by the Yudanshakai BoE., the Yudanshakai Chair of the BoE will inform the candidate of his/her approved promotion. The candidate will then send all the required paper work and fees to the Yudanshakai Chair of the BoE. The Yudanshakai Chair of the BoE will then submit the signed promotion Form 20 and all other paper work and fees to N.O. The Yudanshakai Chair of the BoE will submit the Yudanshakai fees for the promotion to the Yudanshakai Treasurer. If the next Yudanshakai BoE meeting is less than a month away they can have vote then. Motion passed with one abstained to recommend to the Board of Examiners to approve.
- Motion 5 by Mitch Palacio second by Miki Takemori to modify the USJF Jr. Rank promotion and curriculum system to meet the Grade level Outcomes for K-12 Physical Education as set by SHAPE (Society of Health and Physical Educators) America 2020. Rational: We will be the ONLY National Judo Organization whose Jr. Rank promotion and curriculum meet the standards set by SHAPE (Society of Health and Physical Educators) America 20202. Grade level Outcomes for K-12 Physical Education in the United States
- National PE standards:
- Standard 1: The physically literate individual demonstrates competency in a variety of motor skills and movement patterns.
- Standard 2: The physically literate individual applies knowledge of concepts, principles, strategies and tactics related to movement and performance.
- Standard 3: The physically literate individual demonstrates the knowledge and skills to achieve and maintain a health-enhancing level of physical activity and fitness.
- Standard 4: The physically literate individual exhibits responsible personal and social behavior that respects self and others.
- Standard 5: The physically literate individual recognizes the value of physical activity for health, enjoyment, challenge, self-expression and/or social interaction.
- National Standards for K-12 Physical Education Copyright 2013, SHAPE America – Society of Health and Physical Educators. Motion was amended to recommend to the BoE that an Ad-Hoc committee be established to study the necessary adjustments to bring our BoE handbook to meet the SHAPE -National Standards for K-12 Physical Education. Motion unanimously passed
- National PE standards:
- Motion 6 By the Ad-Hoc committee second by Mac Takeda to add techniques to the Sr. & Jr. Rank Requirements 1. Yonkyu – Osoto-gaeshi 2. Sankyu – Kouchi-gaeshi 3. Nikyu – Tsubame-ashi, Ouchi-gaeshi, Harai-goshi-gaeshi 4. Ikkyu – Uchimata-gaeshi, Uchimata-sukashi, Hani-goshi- gaeshi 5. Shodan – Morote-gari*, Kuchiki-taoshi*, Kibisu-gaeshi* (* illegal technique in competition) 6. Nidan – Harai-makikomi 7. Sandan – O-soto-makikomi 8. Yodan – Daki age, Kani-basami*, Kawazu-gake* (*Illegal techniques, no need to demonstrate but should have an understanding of these techniques). Motion unanimously passed. I put one with one abstained being it was Mr. Bob Brink being an Ex officio member of the committee. Mr. Takeda thinks he doesn’t have a vote on the committee.
- Motion 7 By the Ad-Hoc committee second by Mac Takeda to consolidated handbook for the 2016 & 2019 versions of the BoE Handbook. This is a 26-page document.
- There were some changes such as to lowering the age for Shodan to 14 yrs.
- Candidate with certifications such as self-defense, teachers, coaches, kata, referee etc. Time in grade reduction should they be current or expired no credit?
- Candidates taking full credit on time in grade reduction on form 20 when they don’t meet the criteria as stated for the number of events participated per year for
referee, kata, technical etc. How should it be handled? Tom Sheehan suggested if the possible percentage of reduction can be calculated to receive the correct percentage off of TIG for the candidate. Motion unanimously passed.
