Referee Development

Rules changes for Spring 2003

At a referee meeting held on October 11, 2002 by Mr Juan Barcos (IJF Referee Dir.) and Mr Carlos
Diaz (PJU Referee Dir), the following Judo rules go into affect Spring 2003.

Kawasu gake (hansokumake) - Defined what is kawasugake as hooking the leg and throwing backward
when Tori is looking upward.

Golden Score - Used for tie. Osaekomi goes to conclusion.

Penalties in 2 groups (shido and hansokumake) Chui are shido penalties. Keikoku are hansokumake penalties.

Referee drawing by computer for finals.

Calling for medical personnel: One referee and medical only for injuries (no judges in center).
Less than one minute for injuries unless major.

USJF & USJI Primary Membership Fees Increase

Effective October 1, 2002, the USJF & USJI Primary Membership Fees will increase to $50 per year.
All membership applications postmarked on or after October 1, 2002, will be subject to the new rate.
Secondary Membership fees remain unchanged at $15. Please use the following link to download a memo

The Strategic Planning Process Made Friendly and Simple

This guide has been created for the leadership of USJF including the USJF committees, yudanshakai
leaders, and dojo leaders. The purpose of this booklet is to assist in understanding the strategic
planning process that USJF uses.

Strategic Planning, like judo, is a discipline. As we all learn to practice this discipline,
the "force" of our federation will become stronger and more aligned. The more we use this
process, the more we learn to work together, we can better focus as a team, the greater our
potential becomes, and the better for United States grass roots judo.

The value of this process is twofold. First, build a mutual image during the journey of this
process. A mutual image means that all involved basically see judo in the same way whether it
is competitive and/or recreational. Secondly, while pursuing a mutual image, relationships are
built through learning as a team and working as a team for a mutually desired outcome. If done
properly, the strategic process is sound and important bonds have been created.

Subcommittee reports and progress on duties and responsibilities

Jr. Development

Chris Mitsuoka reported that his committee had received three grant applications and had begun
deliberations on them. He expects final funding decisions to be made within 90 days. He also reported
that he anticipated the use of the entire budget allocated to his subcommittee for this.

Sr. Development

Teri Takemori had submitted a written report to DM prior to the meeting indicating her desire to
use their funds to support three camps for elite athletes - one on the west coast, east coast, and
Midwest. This would exhaust their entire budget.

Teacher's Institute

Bryan Matsuoka reported on the discussions that had occurred in NTIS re: the proposed new curriculum
changes.

Kata

Eiko Shepherd A written report was submitted prior to the meeting and distributed.

Unfinished Business

Review of Development Committee Awards - do we need to revise the criteria?

It was moved, seconded and passed (MSP) to eliminate the awards for National Intermediate Male and
Female Athletes of the Year, and National Junior Male and Female Athletes of the Year (under 13) from
the DC awards for lack of nominations from Yudanshakais. All committee members were encouraged to
consider substitute motions to be considered in the future.

New Business

It was MSP to create a Dojo of the Year Award to be awarded as follows: Place winners' dojos from
all divisions at the USJF Jr., Youth, Team, and Kata National Championships will be awarded points
according to finish: 5, 3, and 2 points for 1st, 2nd, and 3rd
place finishes. Place winners must be USJF members at the time of the tournament. All points for
each dojo are then added across all male and female youth divisions and the highest point gathering
dojo is the winner. In the case of ties, decision will be based on a vote of the DC of the tied
dojos. Only dojos that are chartered clubs of the USJF at the time of the tournament and award are
eligible.

To adopt katame no kata competition in the USJF Jr. and Youth Nationals. See attached. This motion failed.

2003 Judo Conference Planning

It was MSP to have the 2003 USJF Judo Conference in San Francisco, consisting of teacher's
certification, referee seminar, kata clinic and certification, and athlete training camp.

It was MSP to have all conference participants pay a standard fee, to be determined.

It was MSP to have the conference on the following dates, in priority order:

    13-15 June 2003

    6-8 June 2003

    20-22 June 2003

It was MSP that by 31 October 2003, the NTIS, NRDCS, NKDCS, and the NSDS provide to David Matsumoto
plans for staff, clinicians, and projected expenditures and number of participants.

It was MSP to recommend to the Board of Directors that USJF Jr. and Youth National outstanding
competitor awards be standardized as follows: that Outstanding Male and Female, Fighting Spirit,
Sportsmanship, and Best Technique awards be given every day of competition.
